Storm Drain Connections

Storm Drain Connection permit is required to connect into the County Storm Drain system. Permits are needed in two cases:

County Planning Board Approval
If the connection in question is part of a site plan approved by the County Planning Board, then the applicant completes the Storm Drain Connection permit and submits it to the County Engineering Department. No plans are necessary. The permit will be processed and approved through the County Counsel Department.
 
No Planning Board Approval
If County Planning Board approval is not required, then the applicant must submit plans and drainage calculations, 25 year storm, along with the form to the Engineering Department. The proposal will be reviewed, and a letter sent to the applicant within 15 business days. The letter will either approve, deny the plan, or request modifications. There is no guarantee that approval will be granted.



Encroachment Permits

Encroachment Permits are required in following two circumstances:


Existing Encroachments

These are existing features which are located within the County Right-of-Way. The purpose of the permit is to establish the encroachment and liability. If the site or feature is improved in the future, the applicant may be required to remove the encroaching feature at its own expense. This would also be true if the County undertakes improvements on the adjacent roadway or bridge.
 
Proposed Encroachments
These are proposed features which the applicant wishes to construct within the County Right-of-Way. Proposed encroachments are strongly discouraged by the County. The same conditions above would also apply. There is no guarantee that approval will be granted in either case.

 

Right-of-Way Access Permits

Right-of-Way Access permit is required to install a new driveway, or remove/modify an existing driveway. Permits are needed in two cases:
 
County Planning Board Approval
If the driveway(s) in question are part of a site plan approved by the County Planning Board, then the applicant completes the Right-of-Way access permit and submits it to the County Engineering Department. No plans are necessary. The permit will be approved by the County in most cases within five business days.

 
No Planning Board Approval
If County Planning Board approval is not required, then the applicant must follow these right-of-way access permit procedures. A plan of the proposed work must be submitted along with the form. The proposal will be reviewed, and a letter sent to the applicant within 15 business days. The letter will either approve the plan, or request modifications. There is no guarantee that approval will be granted.
     

Highway Opening and Use Permits

Highway Opening and Use Permit is required for any work or storage within the County Right-of-way. Fees and maintenance bonds may be required.
 
These permits are handled by the County Roads Department. In some cases approval from the Engineering Department is required first, such as for driveways, storm drains, or other work. If only sidewalk and / or curb repair work is being done, Engineering Department approval is not required. Additional Highway Opening and Use regulations apply.
