June 2017

June 12th, 2017 at 5pm, the county has filed an application with the New Jersey Department of Environmental Protection (NJDEP), Green Acres Program, proposing to dispose of an approximate one-quarter acre (0.2468 acres) of Passaic County-owned land known as Block 604, Lot 18 in the Township of Wayne. Block 604, Lot 18 is immediately adjacent to 100 Dey Road (Block 604, Lot 17.01) a property owned by Clac, LLC. The purpose of this proposed disposal is to provide Clac, LLC with much-needed parking for its employees. While Block 604, Lot 18 is a small parcel and technically part of the Passaic County-owned Golf Course known as Preakness Valley Golf Course, it is several hundred yards from the outskirts of the Course and physically separated from the remainder by Dey Road. The parcel does not function as part of the golf course. This land, however, is part of the of the County of Passaic’s open space inventory and, as such, is subject to the NJDEP Green Acres Program requirements.
As compensation for the proposed diversion, Clac, LLC will compensate the County of Passaic $35,000 in accordance with the value determined by an independent appraisal. In addition, replacement or compensation land for this disposal, as required by Green Acres’ rules, has been identified as Block 123, Lot 1 (0.365 acres) and Block 124, Lot 1 (0.766 acres) in the Borough of Woodland Park, at the intersection of Browertown Road and Lackawanna Avenue. This replacement land surrounds Block 129, Lot 5 (the former bed of the Morris Canal), a park in Woodland Park, and will expand the park by a total of 1.13 acres. This park is included on Woodland Park Borough’s ROSI (Recreation and Open Space Inventory) as filed with the NJDEP’s Green Acres program.

A copy of the application to the NJDEP Commissioner and the State House Commission to approve the disposition or diversion has been submitted to the NJ DEP, Green Acres Program and is available for review at the County of Passaic offices, 401 Grand Street, Paterson, NJ, Office of the Clerk to the Board; County of Passaic Planning & Economic Development Department office, 930 Riverview Drive, Suite 250, Totowa, NJ; Wayne Public Library, 461 Valley Road, Wayne, NJ; and Woodland Park Public Library, 7 Brophy Lane, Woodland Park, NJ and at the NJDEP offices of the Green Acres Program, Bureau of Legal Services & Stewardship, 501 East State Street, Station Plaza Building 5, Ground Floor, Trenton, NJ.

The public is invited to physically appear and offer comment and/or provide written comment on this said proposal. The period for the public to provide such comment will commence upon receipt of this Notice and shall remain open until two weeks after the Public Hearing, which will be the close of business on Tuesday, June 27, 2017.
