Field Representative – Energy Conservation | Weatherization & Home Energy Division

The Weatherization and Home Energy Division in the Passaic County Department of Senior Services, Disability and Veterans Affairs is seeking a qualified candidate for a Field Representative - Energy Conservation position.  The Division assists eligible Passaic County residents with reducing the risk of child lead poising from lead-based paint, as well as with reducing their home energy burden.  

The Field Representative – Energy Conservation supports the Lead (lead-paint) Assistance Program, as well as the Weatherization Assistance Program.

Examples of work may include, but are not limited to:

  • Implementing and adhering to the policies and procedures of the NJ State Department of Community Affairs (DCA)’s Lead Assistance Program and Weatherization Assistance Program.
  • Inspecting residential dwellings for the presence of lead-based paint.
  • Utilizing lead-paint test kits and energy conservation tools and equipment to perform tests on dwellings.
  • Reviewing lead inspection reports, lead clearance reports, and health department-issued notices of violation (NOVs).
  • Developing scopes of work for lead-paint remediation/abatement projects and weatherization projects.
  • Educating potential clients about lead-paint hazards and energy conservation; collecting, reviewing and processing client program applications.
  • Data entry: entering client information, project scopes of work and other information into the program database (HESWAP).
  • Scheduling and attending appointments at client properties; coordinating with lead inspectors, contractors, health department staff and other stakeholders for project activity.
  • Applying lead hazard control knowledge and principles, including the Environmental Protection Agency (EPA)’s lead-based paint renovation, repair and painting (RRP) rules and lead-safe work practices.
  • Investigating and identifying current and potential home energy conservation problems; applying building science and energy conservation knowledge and principles to develop recommendations to resolve these problems.
  • Utilizing statistical instruments and computer software to gather and interpret building performance and energy consumption data.
  • Monitor the installation of lead hazard reduction measures and weatherization measures by contractors in private and public residential dwellings.
  • Performing post-remediation/abatement and post-weatherization inspections, to ensure that contractor work is completed in accordance with program requirements and standards.
  • Maintaining accurate and complete case records and files.
  • Engaging on a regular basis with DCA program monitors and complying with audit requirements.

Requirements:

Education:  High School Diploma/GED are preferred (postsecondary education is a plus) 

Experience: 

  • Fluency in English is required (additional fluency in Spanish, Arabic or another language is a plus).
  • One (1) year of experience in performing lead-hazard reduction activities and/or energy conservation activities, or one (1) year of experience in a trade or field relevant and applicable to lead-hazard reduction and/or energy conservation, is preferred.
  • Proficiency in typing is required; Proficiency in Microsoft Office (or comparable software) is preferred*

Note: The selected candidate will be expected to acquire US Environmental Protection Agency (EPA) lead-based paint renovation, repair and painting (RRP) certification, within 1 year of hire.  The candidate’s costs of acquiring RRP Certification would be reimbursed *

License: Valid New Jersey Driver’s License is required for operating for the duties of this position.
