(Lead-Paint Remediation and Abatement)

The mission of the Lead Assistance Program is to reduce the risk of child lead poisoning from lead-based paint.  The Lead Assistance Program achieves this mission by inspecting homes and testing for the presence of lead-based paint.  If lead-based paint is detected, the Lead Assistance Program performs lead hazard reduction measures (referred to as lead remediation or lead abatement) to make the home Lead-Safe.  Examples of lead-hazard reduction measures include stabilizing, repairing, encapsulating, enclosing or replacing surfaces that contain lead paint.

Understanding Lead-Based Paint and Lead Poisoning

Lead-based paint was banned in the U.S. in 1978.  Houses built before 1978 may contain lead-based paint.  Lead-based paint and lead-contaminated dust are the most common causes of lead poisoning.  Lead poisoning occurs when lead builds up in the body; even small amounts of lead can cause serious health problems.  Children younger than 6 years of age are especially vulnerable to lead poisoning.  Symptoms in children can include developmental delays and learning difficulties.  Lead poisoning can be diagnosed through a blood lead test, which can detect Elevated Blood Lead Levels (EBLLs).

Lead Assistance Program Eligibility

Eligible units: 1 to 4 unit residential properties built prior to 1978

You do not have to own your home to qualify. You may qualify whether you own or rent.

Vacant rental units can be eligible.

Income eligibility is determined based on the gross household income of the unit occupant(s).  Please see the income guidelines below:

Notice of Lead-Paint Inspection Requirement for All Rental Units

The State of New Jersey’s Lead-Based Paint Inspection Law (P.L.2021, c.182) requires all rental dwelling units to be inspected for lead-based paint.  Applicants who qualify through the Lead Assistance Program can receive a free lead inspection.
