CDBG

The Passaic County Community Development Block Grant (CDBG) program is funded by the US Department of Housing and Urban Development (HUD) and provides communities with resources to address a wide range of unique community development needs. Beginning in 1974, the CDBG program is one of the longest continuously run programs at HUD. CDBG Funds can be used for improvements to public infrastructure, housing rehabilitation, public services, property acquisition, economic development activities and the elimination of slums and blight in a community.

The Passaic County Department of Planning and Economic Development has managed the Passaic County Community Development Block Grant Program since 2008.

The objective of the Passaic County CDBG Urban County program is to assist low and moderate income residents and individuals with special needs (presumed benefit) in the County of Passaic in the twelve (12) communities participating in the Urban County CDBG program: Bloomingdale, Haledon, Hawthorne, Little Falls, North Haledon, Pompton Lakes, Prospect Park, Totowa, Ringwood, Wanaque, West Milford and Woodland Park. In addition, non-profit agencies providing services to low-moderate income individuals in the 12 participating municipalities are also eligible to receive funding. No more than 15% of the grant may be utilized for public service activities.

Each CDBG activity must meet one of the following national objectives for the program: benefit low- and moderate-income persons, prevention or elimination of slums or blight, or address community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community for which other funding is not available.
